Responsibilities of the Sector for Telecommunications

The sectors works under the wing of the Department for Analysis and Planning in the Field of Telecommunications, the Department for Development in the Field of Telecommunications, and the Department for Norms and Supervision in the Field of Telecommunications.


The Sector for Telecommunications performs duties related to:


• the telecommunications development strategy;
• preparing proposals for establishing and pursuing Government policy in the sphere of telecommunications
• initiating measures for promoting and encouraging telecommunications research and development;
• establishing a draft Plan for Radio Frequency Aims;
• adopting a Radio Frequency Distribution Plan, based on the proposal of the Republic Telecommunications Agency;
• creating a list of basic services from the universal service;
• decision-making in enhancing the universal service;
• initiating measures to prevent cross-ownership or other forms of merger between telecommunication operators;
• participating in regional initiatives in the sphere of telecommunications;
• cooperation in cross-sector committees with the aim of initiating joint activities in the sphere of telecommunications;
• drafting plans, programmes and work reports;
• preparing professional bases for the formulation of draft laws and other draft documents;
• monitoring the development of European regulations with the aim of harmonising them with our legislation;
• monitoring the development of new technologies in the sphere of telecommunications, and preparing proposals for their application through a proper legal framework;
• giving opinions about regulations and documents prepared by other bureaus and organisations;
• cooperation with public companies, public administration bodies and other state institutions;
• preparing draft responses to MPs questions ;
• administrative procedure;
• supervision of the application of laws and regulations stemming thereof;
• data collection for the purposes of analysing applied technologies and markets;
• participating in the preparation of national and international telecommunication system plans;
• preparing analyses, reports and material in the sphere of telecommunications;
• compliance with international standards and recommendations in the sphere of telecommunications, as well as other duties within the Sector's purview.
