Jurisdiction
The Ministry of Telecommunications and Information Society was founded by the Law on Ministries enacted by the National Assembly of the Republic of Serbia at its session of 5 July 2008. The Ministry started its work in accordance with Article 18 of this law.
The Ministry's Powers
The Ministry for Telecommunications and Information Society discharges government duties in the spheres of telecommunications and information society related to:
- postal and telecommunication traffic
- international postal and telecommunication traffic
- the regulation and safety of the technical and technological system for telecommunication and postal traffic
- inspection and supervision
- the telecommunication and postal traffic development strategy
- issuing usable licences for telecommunication facilities and infrastructure
- organising financial and technical control
- international businesses in the sphere of postal traffic and telecommunications
- measures for encouraging research in the fields of postal traffic and telecommunications
- establishing draft plans for the allocation of radio frequency bandwidths and adoption of a radio frequency allocation plan
- decisions on numbers, deadlines and periods for which licences are issued for public telecommunication networks, and for services where a limited number of licences can be issued, as well as the minimum criteria for issuing these licences
- establishing the list of basic services (universal service) that the operators of public landline telecommunication networks should provide
- measures for preventing cross-ownership or other forms of merger between telecommunication operators, to prohibit and prevent the creation of a dominant position and to ensure free competition
- establishing an information society construction policy and strategy
- preparing laws and other regulations, standards and measures in the sphere of e-business
- IT and Internet application
- providing information services
- development and promotion of academic computer networks
- coordination of the drafting of strategic development documents at Republic of Serbia level
- the development and operation of information infrastructure, as well as other legally-prescribed duties
